The 25th Part 5

The Vice President listened as the members of the cabinet discussed whether
or not to declare the President as disabled.

"As members of the Cabinet we are required to consider the issue of whether
the President is able to perform his duties," the Vice President said.

"We all know that you have had issues with the President and his staff,"
the labor secretary said. "We need to consider your motives," she added.

the Vice President nodded his head.

"I didn't plan this. Are you saying that I staged this shooting in order
to become President?" the Vice President said with anger on his face.

"Of course not," the Labor Secretary conceded. "But, If we do declare the
President disabled then your motives will be looked at," she added.

"We need a President that can fully function. And with his daughter
fighting for her life and maybe dying I doubt that the President can
function. In which case we must invoke section 4 of the 25th amendment,"
the Secretary of Defense reported.

"I disagree. Until we get evidence that he can't perform his duties, we
should not take this step," Interior said.

"We can continue to debate this. But we need to call for a vote. I have
here a written declaration that the President can't perform his duties.
Under section 4 a majority of us including me must sign. I will call each
of us. Say if you will sign or not sign. I will sign," the Vice President
said.

"Secretary of State?" the Vice President asked.

"I will sign." She said.

"Defense?" the Vice President asked.

"Sign," Defense voted.

"Attorney General?" the Vice President asked.

"I abstain," The Attorney General voted.

"Treasury?" the Vice President asked.

"Sign," Treasury voted.

"Interior?" the Vice President asked.

"I will not sign this illegal action," Interior voted.

"Agriculture?"

The Secretary of Agriculture looked down at his seat.

"I vote to sign," he reported.

"Commerce?"

"Sign," the cabinet member voted.

"Labor?" the Vice President asked.

"Not sign," She voted.

"HUD?" the VP asked

"Not sign," he said.

"HAS?" the VP asked.

"Sign," she reported.

"Education?" the VP asked.

"Sign," she voted

"Transportation?" the VP asked.

"Sign." his vote was.

"Veterans?" the VP asked the final member of the cabinet.

The Veterans secretary nodded his head.

"I vote to sign," he voted.

The Vice President checked his vote tally.

"With the Vice President and a Majority of Principal officers voting to
declare Josiah Bartlet, President of the United States is unable to discharge the powers and duties
of his office," the Vice President announces. "I have the written
declaration here," the Vice President signs the document and hands it to
each cabinet member. Each member signs four copies of the document except
for the Inferior Secretary. The Vice President hands copies to three of his
aides.

"Deliver this to the Speaker of the House and President Pro-tempore of the
Senate. And also deliver this to the President," the soon to be acting
President ordered his aides.

The aides left to follow there orders.
